📝 Writing & Submitting Resolutions

(Make Your Voice Heard in the Democratic Party!)

Resolutions are an important way for Democrats in Henderson County to shape the party’s priorities. If you have an idea for a policy or position you want the North Carolina Democratic Party (NCDP) to adopt, submitting a resolution at your Precinct Annual Meeting is the first step.

📌 What is a Resolution?

A resolution is a formal statement that proposes an issue or policy for the Democratic Party to support. Resolutions passed at the Precinct Annual Meeting can move up to the County Convention, then to the District and State Conventions—and if successful, may become part of the state or national party platform!

🗳 Examples of Resolutions:
✔ Supporting Medicaid expansion in North Carolina
✔ Advocating for stronger environmental protections
✔ Endorsing ranked-choice voting in elections

🛠 How to Write a Resolution

 

A strong resolution has three key parts:

1️⃣ Title

Give your resolution a clear, descriptive title (e.g., "Resolution in Support of Affordable Housing Initiatives in NC").

2️⃣ "Whereas" Statements

These explain the problem or issue that your resolution is addressing. Think of these as your supporting arguments. Each “whereas” statement should include a fact or reason why this issue is important.

📌 Example:
❌ Too vague: Whereas, affordable housing is a problem.
✅ Stronger: Whereas, the median rent in North Carolina has increased by 35% in the last five years, making it harder for working families to afford housing.

3️⃣ "Therefore, Be It Resolved" Statement

This is where you clearly state what action the Democratic Party should take.

📌 Example:
❌ Too vague: Be it resolved that the party should do something about housing.
✅ Stronger: Be it resolved that the Henderson County Democratic Party urges the North Carolina Democratic Party to advocate for policies that increase funding for affordable housing initiatives, expand rental assistance programs, and implement incentives for first-time homebuyers.

📥 How to Submit a Resolution

Resolutions must be submitted at the Precinct Annual Meeting (PAM). Here’s how:

1️⃣ Write your resolution using the format above.
2️⃣ Bring it to your precinct meeting or submit it ahead of time (check with your precinct chair).
3️⃣ Present your resolution and be prepared to explain its importance.
4️⃣ If your precinct votes to pass it, it moves up to the County Convention!

📌 Deadline Reminder: Resolutions must be submitted at Precinct Annual Meetings, typically held in February or March.

🚀 What Happens Next?

🔹 Step 1: Precinct Meeting → If approved, your resolution moves to the County Convention.
🔹 Step 2: County Convention → Delegates vote on which resolutions to send to the District & State Party.
🔹 Step 3: State Party Platform → If adopted at the state level, your resolution may influence official party policy.
